Our completed program draft included clear cut lines of responsibility and accountability and specified in detail actions to be taken in response to many predictable events. Due to the diverse nature of the terminal network, the balance of the program was comprised not of specific hard and fast directives, but of guidelines to be followed by individual terminal managers. Thus, terminal managers, who were more familiar with the local risks and the resources available in their areas were allowed reasonable freedom when applying the basic security principles to their facilities, and were able to alter the basic program to best suit their environments. Oversight and accountability, of course, were critical components of this program. |
